It took 4 trips but each had a good reason to think they had a fix. The third technician remembered a Samsung repair bulletin about the shocks wearing out a causing an unbalanced load to make the washer keep trying to get a completed since or spin cycle. That appears to have been the problem. I'll post an update if this did not solve the problem.
